This assertion is complete nonsense. The war had already ended in Slovenia (June-July 1991) and the fighting had been raging for months in Croatia by December 1991. The Belgrade government had already seized Vukovar from Croatia after a three month siege which killed about 3000 people (August 25-November 18, 1991). All this occurred before December 1991.
This assertion also completely ignores the ethnic tension that grew within Yugoslavia following the Anti-bureaucratic revolution in 1986-9, which did so much to ruin any sense of a distinct Yugoslav sense of nationhood.
It also ignores the fact before the wars both Slovenia and Croatia held referendums in which the vast majority of voters in both Slovenia and Croatia voted for independence. Slovenia held a referendum on December 23, 1990 in which 88.5% of voters chose to vote for Slovenia's independence. Croatia held a referendum on May 19, 1991 in which 93.24% of voters chose to vote for Croatia's independence and 92.18% of voters chose to vote against remaining in Yugoslavia. They declared independence after these referendums. All this occurred before December 1991.
For anyone interested in PCG's promotion of this highly misleading and distorted view about the Yugoslav Wars here is a list of some of the articles in past issues of The Philadelphia Trumpet that discuss this issue or alludes to it. You can access these articles at the magazine archive at their website.

As pointed out in “The Unseen Danger in Kosovo” (page 6), Germany stood against the whole world in 1991 by recognizing Croatia. That, not Slobodan Milosevic, is the reason civil war has erupted in Yugoslavia. That point cannot be overemphasized.(As stated above this is nonsense.)

To the Victor Go the Spoils by Ron Fraser
The game began in 1991 with Germany—quickly followed by the Vatican—formally recognizing the Catholic states of Slovenia and Croatia as sovereign nations outside the Yugoslavian federation of Balkan states. ... The first foreign-policy initiative of the newly united Germany—this act of contempt for global public opinion and the will of many Balkan peoples—was a deliberate attempt to initiate a crisis upon which Germany and the papal state could impose their own well-planned solution.(As stated above it is nonsensical to blame Germany and the Pope's recognition of Slovenia and Croatia as independent states in December 1991 as the cause of the Yugoslav Wars.)

The Startling Reason Europe is Expanding Fast by Ryan Malone
Less than two years after communism’s fall, the pope (supported by Germany) bucked world opinion and recognized the predominantly Catholic breakaway states of Croatia and Slovenia, which led to about a decade of grisly conflict and the disintegration of Yugoslavia.(As stated above this is nonsense.)
